Help to identify these barbarians

There are some photos circulating in social media showing some people skinned a eagle alive. Freedom Sri Lanka Foundation and Let Them Live are ready to bring this people to court under FAUNA AND FLORA PROTECTION ACT, No. 22 OF 2009.
